Cheap paradise vacation spot?

Someplace cheap with light blue waters and palm trees. i heard that south america is like that, i just dont know exactly where. Some ideas would be great, and if you know of a hotel that is nice (and or airplane) Thanks!!!!!!

The caribean and mexico are the closest so the flight will be less expensive. Here you can find US expensive places or cheap local places.
