i live in oregon and am traveling to europe this summer. will my phone calls back to friends and family here in the states be subject to terrorist wiretapping?

Possible. They usually stick to other countries of more interest to national security, but it is possible.

Probably. Most likely what will happen is your call will be run through a computer program along with a bunch of other calls, and the program will probably look for key words, or patterns that make it seem as though you might be talking in some sort of code. Unless the computer flags it, there probably won't be an actual person listening to your call. Don't worry. Your civil rights are only being trampled on a little bit--this time.
