Default Where do the first 20 numbers go in Southwest's New Seating System?

I am a fan of Southwest and their new seating system. But what happens to the first 20 positions in the A group? It seems like even if you check in online at the earliest possible time, you cannot get any number under 20. And on several occasions it doesn't appear that anyone lines up for A1-20. Is the airline holding them for some reason? Anyone know?Happy new year.

Southwest has started a new program with a "business select" class fares. These passengers pay an additional $10 - $30 per ticket and have the opportunity to board the aircraft first.
