What do you mean cheep smoking hotel? for cigarettes,pot,crack? All the hotels have smoking rooms! Just don't get one in the t.l.(tenderloin)!!! If you don't mind hostel's the green tortoise is about the cheapest. Hope this helps.

Motel 6 lol. i wouldnt recommend going to cheap in SF scummy people lurk around those areas. be careful. the citys not what it use to be.

Stay at the coral reef in alameda. Cheap hotel. You can go out on the balcony and smoke and enjoy the tasty scenery. I liked it alot. My room was like an apt. Its not any high class place, its more like apts and there are people living there long term.I really enjoyed it though .... the weather is perfect and you are only 15 minutes from san fran.

San Francisco has a city ordance against smoking indoors so you may have a hard time finding a hotel that still allows smoking.Try some of the smaller, non chain hotels out on Lombard. These are more traditional motor court type hotels and you can at least step outside your room for a smoke. Any cheap hotel downtown that will allow smoking may be a residency hotel and you may not feel safe in them as they are home to a lot of drug users and drinkers.Have you tried a search on trip advisor for hotels that allow smoking? I've found this website to be a great resource for finding accomodations the reviews give you an idea of what to expect. http://www.tripadvisor.com

Just piling on here. Smoking is not allowed in any hotel or motel in San Francisco, or actually in any business establishment. You'd have to step outside (and some have regulations about how close you can be to the hotel to smoke).
