Default Looking for Perfect Romantic Vacation for December Anniversary!!!?

I want to plan a great, romantic (and hopefully, but not required cheap) vacation for my one year anniversary to my husband. I would like to surprise him with the trip destination. For our honeymoon, we went to Gatlinburg, Tennessee for about a week. We have also visited Florida, North Carolina, Texas, and California since getting married. We are not opposed to going out of the country as we both will have passports soon. We love all climates, the beach and mountains. We like water rafting, swimming, etc.My husband does not snorkel or dive, but that can be an activity that is available. We have never been on a cruise or to an all-inclusive resort (either together or separate), but are not opposed to those either. Any suggestions on destinations, hotels, activities, etc. would be appreciated! I would like to keep the accommodations, travel expenses, etc. under $4000 (excluding food, activities, and spending money) because we will be traveling close to Christmas time. You cannot beat a cruise. No worries, all the food you could possibly want, great entertainment, lots of activities which you can join in or just spectate and then there are all the great stops. You didn't mention when you were going or I would mention somehwere specific. Caribbean is great from Dec thru March. Alaska in the summer. South Pacific is also great. Then there is Northern Europe and the Greek Isles in the summer,

You could try going to the Pocono mountains in Pennsylvania. There is a Caesars Palace there and they have romance packages (you can check out the website for pics) Vegas has lots of packages also. Maybe you could renew your vows in Vegas.(at the top of the Eiffel Tower at the Paris casino?)
